Below are listed some of the projects worked on:

Netherlands – Transport Ministry – Vrachtwagenheffing
National distance-based truck tolling project to charge all trucks using Dutch roads using GNSS based on-board units. Part of an Arup-lead technical team in a consortium advising the implementing government agency. Tasks included developing the requirements, developing the accreditation process for EETS Providers, assisting in the procurement and assisting in the implementation through to go-live.

Netherlands – Betalen naar Gebruik (payment by use)
Contributed to the technical sections in two reports presented to the Dutch parliament on the feasibility of charging all vehicles for use of the roads by distance travelled.

In the UK, several cities are charging the most polluting vehicles to enter highly polluted areas.

Joint Air Quality Unit (JAQU)
The JAQU is a UK government unit set up with the aim of delivering the national plans to improve air quality.  Advised on aspects of charging and enforcement, including producing a set of guidelines on the use of ANPR systems for the use by local authorities considering a charging CAZ, and drafting the evidential standards.

City Authorities
Engaged by a number of city authorities implementing CAZs to assist in development of requirements for the ANPR and associated in-station and enforcement systems. Assisted in the tender and evaluation stages of the procurement and assisting in managing the contractors during implementation.  This has included the CAZ authorities in: Manchester, Sheffield, Leeds and Portsmouth.

TfL – London Low Emission Zone (LEZ) and Ultra Low Emission Zone (ULEZ).
Project managed the design and implementation of the original LEZ enforcement and monitoring infrastructure, the in-station system for processing and filtering of the evidential records, and integration of the system to the existing congestion charging back office system. More recently advising on the re-procurement of the detection and enforcement systems for the LEZ and ULEZ at over 3,000 sites.

Highways England (now National Highways)– Dart Charge
Worked on the project to upgrade the original barrier charging to a multi-lane free-flow charging system on one of Europe’s busiest river crossings. Tasks included advising on charging and enforcement policy, writing the service requirements, assisting in the procurement, and managing the contractor through to go-live.

e-TOL – Transport Ministry  – Netherlands
Free-flow toll schemes at the Blankenburgverbinding and ViA15. Part of technical consultancy scheme on these new toll roads, developing charging and enforcement strategy, writing requirements, assisting in procurement, and assisting in managing implementation through to go-live.

Traffic Infrastructure Ireland – Dublin M50 Free-Flow Charging
Project to re-procure the tolling system for Ireland’s busiest motorway. Part of an Arup-lead team, tasks included writing the service and system requirements, developing the performance regime and assisting in developing other contractual documentation. Assisted in tendering process including bid evaluation. Assisted in managing system implementation through to go-live.

Danish Road Directorate (Vejdirektoratet) – Frederikssund Bridge Toll system 
Project for a new free-flow tolling system for this new bridge. Assisted as a part of an Arup-lead team in development of requirements, and lead on roadside systems. Developed performance and payments specifications. Assisted in procurement process, including tender evaluation.

Transport for London (TfL) – London Congestion Charging Scheme
Managed the implementation of the enforcement infrastructure for the Western Extension to the London Congestion Charging Scheme, and subsequent roll out to the central zone. More recently advised on the re-procurement of the detection and enforcement systems for the Congestion Charge and the Blackwall and Silvertown tunnel tolls.
